Because what happens is, as the economy suffers, tax revenues go down. But unlike businesses, where at least your variable costs go down, in government your variable costs go up: unemployment insurance, workmen's compensation, health care benefits, welfare, you name it.

Now our job, our duty, our responsibility to ensure the safety and security of our citizens cannot be complete unless we guarantee health care security for our citizens.

I have to say that in this particular cow that we're dealing with, those parts of the cow were removed, and so we don't think there's any risk or very negligible risk to human health with this particular incident.
