The issue of terrorism must be dealt with firmly. We must work very hard to avoid loss of life. We must work very hard to avoid civilian casualties. And those terrorists and Baathists are holding the people of Fallujah hostage. We must release the hostages.
The purpose behind terrorism is to instill fear in people - the fear that electrical power, for instance, will be taken away or the transportation system will be taken down.
Then we can help these failed states turn around and give their people a better life. This, too, is a critical part of this global war on terrorism, and Canada and the United States are together.
